Question Graphical Errors only on HDMI Troubleshooting

I've lurked this Forum for years and never posted but It has helped me may times over and over in regards to pc troubleshooting so I have come to ask for something I have ran into for the first time in my life.

Basically I have this issue which is pictured below where 1/4th of the screen is displaying lines (Screen isn't damaged)

I hadn't really done anything different on the PC went to bed woke to this.

I figured it was the graphics card so I switched to another one and had the same issue. If I use the Display port instead it doesn't have this issue but I can only support 1080P instead of 4K. The issue still exists on 1080P via HDMI and appears to only be effecting the HDMI Port.

So far what I have done via troubleshooting

Switched Graphics cards
Switched Motherboards
Reseated everything
Reinstalled windows
Rolled back drivers
Switched displays

PC Specs
1000w Rosewill Powersupply
ASUS Tuf gaming x570 pro wifi
AMD 3950X
Watercooled with corsair aio
2070 EVGA XC ULTRA
32gb ram 3200 ballistix corsair
windows 10 pro

which monitor is this, seems like that might be the culprit.

I am using a Vizio V-Series 40" TV model V405-H19 as the main display normally (unless I gotta Move it for some reason) but it also causes this same issue on a Regular monitor as well via hdmi

Did you try a different HDMI cable?
