Question Graphical glitches in Windows 10 ?

I'm not sure if this is a hardware or software issue so I apologize if I'm posting this in the wrong section.

So for the past few weeks I’ve been having weird graphical issues on my pc. It seems to be a mix between the screen becoming distorted and random zoom ins. By distorted I mean windows will warp in and out of place all over the screen. The issue happens sporadically and occurs in every application including system settings, google chrome, steam, and even file explorer. I’ve included 2 videos of the problem to give you an idea of what it looks like:

It’s difficult to record the problem because it’s not consistent at all. But as you can see the screen seems to be having some weird graphical issues going on. It worsens when I move my mouse across the screen. Towards the end of the 1st video you can see the screen zooms in so much the page is unusable.

Here is a list of things I’ve tried:
  • Switching out the keyboard & mouse
  • Trying a different display port cable with my monitor
  • Trying 2 different hdmi cables with a tv
  • Making sure I have the latest graphics drivers
  • Making sure windows is updated
  • Updating the bios
  • Reinstalling graphics drivers with ddu
  • Installing an older version of graphics driver with ddu
  • Using Microsoft basic display adapter
  • Changing my screen refresh rate
  • Disabling MPO
  • Running system file checker (sfc) in command prompt
  • Running DISM in command prompt
  • Running memtest86 (8 passes no errors)
  • Running CrystalDiskInfo (both drives are good)
  • Running Samsung Magician Scan (No Bad Sectors)
  • Starting windows in safe mode
  • Creating another user profile
  • Scanning the entire system for viruses
  • Running Microsoft Offline Scan
  • Completely reinstalling Windows
  • Reseating the ram
  • Replacing the GPU
  • Swapping the VGA cables connected to the GPU
  • Reseating the GPU
  • Putting the GPU in the 2nd pcie slot
  • Reseating the CPU and checking for bent pins
  • Replacing the power supply
There’s probably more I’ve tried but I just don’t remember everything. At this point I don’t know what to do. I thought it was a software issue until I reinstalled windows and then I had to rule that out. I thought it was certainly the GPU but after replacing it I have no idea what it could be. It seems like the only thing left to do is to just start swapping out parts but I have no idea which part it could be.

Here’s a list of my system specs:
Motherboard: Asus ROG Crosshair 8 Hero (wifi)
CPU: Ryzen 9 5900x
Ram: 32 gb Kingston Fury Renegade DDR4 3600mhz
GPU: 3080 FE / MSI Ventus 3x OC 4080 (I tested each one)
PSU: EVGA 850w Supernova p2
Storage: 500gb Samsung 980 Pro NVMe, 2 tb Samsung 980 pro NVMe
The computer is about 2 years old

Here is a list of other issues I’ve had with my computer for a long time. They may or may not be related I really have no idea:

  • The computer will sometimes not turn on after being shut down. I then have to flip the switch on the back of the PSU off then on again and the computer will start just fine. This only happens sometimes
  • Every few hours the monitor will go black for a few seconds and then return to normal
Problems I NEVER have:
  • Blue screens of death
  • Random shutdowns
  • Random freezes
  • Random Reboots
  • The computer slowing down
I know this a lot to read but I wanted to be as thorough as possible so I can get some helpful tips!

I would try and source(borrow, not buy) a donor PSU and see if the issue persists with a reliably built unit.

Replacing the power supply
Can you elaborate?

When I originally replied that part of the message wasn't there, it was just quoted text. I probably responded too quickly for the system to update or something. Now I just look like a crazy person lol

I replaced my power supply with a brand new one and the issue is still there.

Can anyone recommend some diagnostic tools I could use to help narrow down what the problem is? Something I could perhaps scan my computer with?

I've already used memtest86 and some hard drive scanning software. I was wondering if there's anything else I should try.
