Question Graphical Glitching / Snow in Windows 10

Recently built a new PC:

Specs:
CPU: Core i7-9700K
MOBO: Z390-E ROG Strix Gaming Intel LGA 1151 ATX
GPU: RTX 2080 Super
SSD: WD M.2 SN750 500gb (OS is installed on this)
OS: Windows 10 Home

I'm getting what I can best describe as big pixelated snow. It started in games, but now seems to show up in the operating system, and other applications as well.

I've updated all my drivers and the OS but I'm still seeing this issue. Does anyone have any ideas? It feels like software but I'm very concerned that I have a hardware issue.

64 GB of RAM.

Here is a picture from Valorant, but it happens just in the OS as well.
