Graphical pixel problems on a brand new build

I am getting these strange pixels appearing randomly on a brand new build. Can anyone help me identify? They popped up after/during windows updates on a brand new install.

Also - Shockwave constantly crashes on chrome. I've read through plenty of people having the problem and mine doesn't match anyone else. I do not have "2 Files" under the plugins folder of Chrome. It's a fresh install of Win10 64 bit Pro

They do not appear all the time. it is really random.
For example I will scroll down YouTube and only some of the thumbnails will have this issue.

I have tried:
Swapping out GPU's, same problem.


Build:
fresh install of Win10 64 bit Pro
i7-6770k not overclocked
Z170 S sabertooth
16gb Crucial ram 2400
GTX 980

That usually is a video card memory issue but you swaped video cards...........
