The 1070TI is basically equal to the 1080. So equal in fact that Nvidia doesn't officially allow OC'd models of the 1070TI because then it would pass the 1080. I'd get the cheaper of the two. You'll never notice the difference while gaming.

Gtx 1070 is good. You might bottleneck with the fx cpu. Time to upgrade off of the am3 socket.

Well the GTX 1070 8gb is much better then the RX 580, you should see quite the improvement unless your CPU is the reason your having low FPS.
