Everytime i touch my powercolor turboduo r9 280, the screen gets all weird then all i get are lines up and down of a random color. i have to reset eachtime and sometimes that doesnt even work. it happens when the case is moved or the gpu is touch, even slightly.

well, make sure the card is properly attached on PCIe slot and check the cable, make sure it's firmly attached.
Last, if the problem still exist then RMA your card to get a replacement (assuming your card still on warranty).

This card is already the replacement for the original one, which didn't function at all. I really don't want to RMA another card, because it cost money to send it to California and back, that I can't really spend right now.

If you get a problem like you are describing.
It can point to a bad earthing of your motherboard, and the case chassis.

The case is always earthed via your power supply unit fitted to your case.
So it will or would point to a fact you have either a bad ground or earthing point of the power supply it`s self.
Or due to whatever brand of power supply you have in your system if of a cheap brand name.
It has a very poor wiring of the ground or earthing wire.

The ground or earth depending on what country you live in differs.
for example in the uk we have three pin plugs where one is the earth or to ground lead.

Where as in other parts of the world the plugs are two pins, because the voltage supplied is about 110v vs the 240v wall supply common in the uk.

If you ive in the uk you should check your plug and the wiring to make sure that the earth wire is connected or properly screwed down of the plugs terminal, if not a sealed or molded plug.

For the most part if you live in the US it suggests that something in the power supply is not right. or as said is a low cost power supply.

Well seeing as I live in Canada, we have both 2 and 3 prong tyee pins here. My psu has a 3 pin that's plugged into an extension cord, the moniter runs off a separate line. I can remove the psu tomorow and check it out, because it's a cheapish 600 watt one.

Test on another system if you can and if it doesn't shut off it probably bad pci express port it happened to my cousin's Pc with a heavy 3 slot card that was pulling down the pci express slot and when he bumped the desk monitor signal went off.

Then I would be Inclined to say based on your saying the PSU is of a not well known brand, and was cheap.

It`s probably the cause, the PSU used.
Likely it has no ripple protection built into the PSU it`s self.

What the filter does is smooths out the power supply flow to avoid interference in current.
