Graphics Card / Display Monitor Selection

I'm thinking about purchasing a new graphic card and if required, a new monitor as well for a decent level of gaming (not maxed out). The most important game for me is DOTA 2 which has fairly low requirements but still runs with low fps on my current system. The following are my system specifications:
1) Processor: AMD Sempron(tm) 145 Processor, ~2.8Ghz
2) RAM: 4GB (Currently assigned 1GB for graphics in BIOS)
3) System: Windows 7 Ultimate 64-bit
4) Screen Resolution: 1366x768 (32-bit)
5) ATI Radeon 3000 Graphics: DAC type: Internal DAC (400Mhz)
Total Available Graphics Memory: 1855MB
Dedicated Video Memory: 128MB
System Video Memory: 0MB
Shared System Memory: 1727MB
6) Motherboard: MSI 760GM-P33 (MS-7623)
7) PSU: 250W

Honestly, there's very little I understand about graphics. However, i strongly feel my monitor needs to be upgraded to a better resolution before going in for a decent graphics card. I was considering going in for the Zotac NVIDIA GT 730 2GB 2 GB DDR5 Graphics Card but I'm open to other suggestions of course.
Please let me know your suggestions.

Do you know what your power supply is? Also you could get much more than a GT 730 for like 30$ more. And that resolution isn't that bad since it is over 720P, but if you want to play in 1080p, you need a different graphics card for that task, and monitor.

Also, your processor is definitely going to struggle, since it is single core. You could get a Phenom II X6 1035T which is around 70$ on eBay, you will definitely see a improvement since that one has 6 cores. If you want to use something like a i5, you will need to get a new motherboard. Also for the graphics card, if you want you could go with the GT 730, or save up a little more like 30-40$ and could get a GTX 1050. It won't need any external power other than the PCI-e slot itself. :D

I just checked. The PSU is 250W which is definitely low. So I'm guessing i need to get a new PSU. What should i go in for? And the processor mentioned isn't available in my country and honestly, getting a new processor isn't in my budget. Won't it still run decently on the current one? I understand single core is a problem, but I can't afford a new processor at the moment. To be honest I don't care much about games besides DOTA 2. That's literally all I play and it's not demanding in terms of graphics.
Also my motherboard is MSI 760GM-P33 (MS-7623)

So your power supply might be a problem. Which sucks, but good thing you can get a 430w power supply for just $35 USD (https://www.amazon.com/EVGA-WHITE-Warranty-Supply-100-W1-0430-KR/dp/B00H33SDR4/ref=sr_1_1?s=pc&ie=UTF8&qid=1481790269&sr=1-1&keywords=430w). And the processor you listed, that is in the Socket AM3+ section. You have the Socket AM3. This is what I don't like about AMD motherboards lol. I honestly don't know any other processors. You could maybe just type in socket am3 processor on Amazon or something. Just remember to look at the descriptions of the item under the price. If it says AM3+, keep looking. If it says something like AM2+, AM3, you might be in luck. I would recommend at least a quad core, but there are hexa core processors though if you can find one. Now for the graphics card. If you want to spend less after the psu and cpu, totally fine. I would at least get the GT 730 all though there are much better choices that are around $30 USD more than the GT 730 like the GTX 750 TI or GTX 1050 TI. I recommend GTX 1050 TI because it is the same price ;). Hope this helped! :D

Thanks. It helped a lot :) Well, over here the prices are totally different. The 1050ti is ~ 220USD while the 730 is ~88USD. So I'm still going for the 730. Thanks for all your help :D
