Graphics card DoA?

Got a couple new pc parts today after getting artifacts on my motherboard splash screen. In particular, the graphics card doesn't seem to pass POST despite showing the splash screen. If I plug the monitor in to integrated graphics and remove the graphics card, boot works as normal. Is it just a faulty graphics card?
 
1| When posting a thread of troubleshooting nature, it's customary to include your full system's specs and your OS. List them like so:

Since you've mentioned that you got some new parts, it's wise to state the old and the new specs for us to understand the change.

2| Did you uninstall your previous graphics card drivers before you dropped in your seemingly new GPU?

3| It could be a faulty GPU but if it's brand new then you should be contacting the card manufacturer and tie in the reseller for a possible RMA. If it's used then you could try and perform some workarounds or the PSU is just croaking.

Motherboard: Gigabyte GA-H77M-D3H
Ram: Corsair Vengeance 2x8gb
SSD/HDD: SanDisk Ultra Plus 128gb
Old GPU: HD7870
New GPU: GTX 1050Ti
PSU: Corsair Cx650, old one unknown
Chassis: Cooler master mastercard pro 3
OS: Win10
Monitor: Samsung SyncMaster SA300

I didn't uninstall old graphics drivers but since it's not getting past the mobo splash screen, I doubt it's a driver incomparability. The card is brand new as well.
 
Didn't seem to update the motherboard bios but setting legacy pci-e on seemed to have made it work, thankfully. Either that or it really was the old radon drivers remaining installed.
