Graphics card driver problem?

I got a new Rx 580 from Amazon and after a while from using it and downloading drivers to 19.1.1(the optional one) it starts screen artifacting and crashing even on idle. Not when I put my old Radeon hd it'll crash at startup but after restarting it, it starts up fine. Could the optional drivers be needing up my cards?

Download the latest drivers for your GPU place them on your desktop get
Display Driver Uninstaller from here

remove everything after restarting it will probably be 640x480 not great instal your AMD/NVIDIA drivers and hopefully should fix your problem

I've done that before but it didn't fix it
