Hello
In the last two months my laptop (Sony VAIO) was acting really weird at first several times the screen was going black for 1-2 secs and when it was back again the brightness was increased on its own
Then when playing games it would freeze
After that it started after some hour of gaming making artifacts all over the screen, usually some secs after the artifacts appear the laptop would shut down giving a bsod
The most recent problem is that when it boots it stucks a bit at windows loading screen then it shows a black screen for some secs and then it shuts down with this bsod

It obvious that my ati mobility radeon 5650 is responsible for all this but is this a hardware issue or a software one?

I think your GPU is failing , but first you should try unninstalling your Graphics driver with DDU - Display Driver Unninstaller - http://www.guru3d.com/files-details/display-driver-uninstaller-download.html - then reinstall your Graphics driver.

If that does not work monitor your GPU temperatures with HWiNFO : http://www.hwinfo.com/download.php - while gaming and report back with the results.

RAM:
Try memtest86 to test your RAM.
Run this test for atleast 2 hours.

HDD:
Run CMD as administrator and type sfc /scannow and the chkdsk /r and /f .

Download CrystalDiskInfo to see the SMART information from your HDD :http://crystalmark.info/download/index-e.html

If neither of these are solving your problems, than it's clearly that your Graphics Card is failing.

I kinda reinstalled the drivers if you can consider a factory reset a reinstallation
After the reset the laptop seemed OK up to a point
I noticed that while moving the mouse the mouse icon in the screen had a small squared field around it with some black lines and after a while the screen was refreshing its self
Reading some where that it could be a registry error(after factory reset I downloaded ccleaner and run a reg clean) I decided to do once more a factory reset in case the registry cleaning was the real problem but the reset can't be completed because the laptop again fails to pass the windows loading screen giving again the above bsod
My laptop has not an integrated graphics card how are you expensive could a replacement be if that's the problem

I had opened my laptop to clear the dust and sent this photo to a friend of mine

He told me that this thing which is hold with some metal stuff and is connected to the fan through the bronze thing is the graphics card and that it is replaceable
Can someone confirm?
