Question Graphics card failure after installing Windows 11 ?

Hello guys, I have recently installed windows 11 in my pc (enabled secure boot and TPM 2.0) and it started taking more time in booting and sometimes it restarts several times and stops and now it completely refuses to POST (not even the fans spin). But after removing the GPU it turns on (I don't get any display coz I don't have integrated graphics) but after installing the graphics card it doesn't POST at all. I can't understand what the matter if the graphics card is bad or something but it was completely fine before installing windows 11.

I've tried hard resetting bios but nothing seems to happen.
It will be great if someone can help.
My pc specs:
Ryzen 5 3500

Msi b450m pro vdh max.

2x8gb gskill ripjaws 3200mhz ram.

Corsair cv550 psu.

GTX 1060 6gb .

Edit: My graphics card fans works when I connect it directly to psu not the motherboard so I think it is fine.
