graphics card fan not working properly

I have recently upgraded my motherboard and cpu. But since upgrading the graphics card fan is no longer working properly. The fans spin very slowly and sometime s they stop altogether. The pc runs and display is also there. But games crash due to over heating.

I have the latest drivers installed and also i tried to increase the gpu fan speed with afterburner. But nothing seems to work. Now i am starting to wonder whether i ruined my GPU during installation of new cpu and mb or whether my psu is too low for this. My system currently has this spec

Mb intel dh87mc
Core i7 4770
Ram 4 gb in 1 slot
Gpu geforce gtx 560 ti 2 gb
Psu thermaltake 600 w
2 hitachi hdds
Dvd drive etc.

Please let me know what you think could be causing the trouble.

Your power supply should be just fine to power everything, and simply changing motherboard and cpu should not have affected it. Check to make sure the connection for the fan on the card is fully connected, re-seat the fan connector and the card and check it again. Manually increasing the fan speed should give a noticeable difference and is a good indicator if it is working or not. If this still doesn't work pop it into a friends system to see it if will run fine there. After all this troubleshooting if it is still no go I would suggest updating the firmware on the card as a last ditch effort(and is probably a good idea regardless of functioning fan or not). They do make aftermarket cooling solutions including some closed loop liquid...

Solution
first you have to clean or delete any drivers or programs before replacing the motherboard of which are not supported by your new motherboard.
