Recently, the fans on my GPU started running max speed 100% of the time. It's very loud - sounds like a baby jet. I've tried a fresh install of drivers, ddu, different PCI-E slot, different PSU, re-installed Windows with no luck.
I also can't seem to get control of the fans at all - neither through nvidia nor with msi afterburner. They just keep spinning. Temps are fine, and the fans come on immediately and never stop.
Any ideas of what I can try? Other than the overbearing sound of the fans, I don't seem to be having any other issues.

MOBO GIGABYTE GA-Z97X-SLI LGA 1150
Rosewill Valens 700W Power Supply
Intel Core i7-4790K Devil's Canyon Quad-Core 4.0 GHz

Edit: Tried different PSU and re-installed Windows, no change
Edit 2: Replaced it with my old AMD card and no problems. Am I looking at a dead NVidia card?
