Would an r7 260x be overkill at this resolution? Or would the gt 545 gddr5 be good enough? I heard that you only really need a 1gb gpu for resolution under 1080p?

Solution
Hey,
Not sure exactly what to recommend but:

1) Wouldn't go less than a GTX750Ti 2GB
2) Wouldn't go less than 2GB of VRAM

3) Your current CPU is pretty poor for gaming (dual-core AMD)
http://www.cpubenchmark.net/cpu.php?cpu=AMD+A6-6400K+APU

4) 860K may be best choice, though I'd investigate near-future CPU's (not APU's) that support the same socket. Supposedly 40% better performance.
5) 4GB is problematic for some games (8GB ideal) of DDR3 memory.

Summary:
I'm assuming GAMING at this point, so to summarize if you want to play reasonably demanding games you'll want:

a) GTX750Ti 2GB or BETTER (even at 900p resolution)
b) 860K or better (upcoming *unsure if FM2+ will be supported or if only newer FM3..UPDATE.. NO SUPPORT for FM2+ for...

GTX 750 ti is good. A little more then you need, but about the same price and runs cooler on less power.

Are we talking about GAMING?

If gaming, what's the REST of the system?
- CPU
- System RAM amount
- 32 or 64-bit Windows?
- power supply?

Also, for GAMING there's a huge difference in how demanding games are. A game like WITCHER 3 is completely different from Torchlight and may require 5X the graphical power for max settings or more.

1GB VRAM?
There's no cut and dry answer but if 2GB is in your budget such as a GTX750Ti 2GB card then I'd get that. Unless you have 32-bit Windows otherwise get 1GB.

*The "a little more than you need" comment is completely misinformed. I could show you lots of GAMES that run below 60FPS with the GTX750Ti at 1440x900.

Summary:
Just not enough info to answer, not even whether you're gaming or not.

My PICK without knowing all the facts is this card:

(and the R7-250 is the crappiest card for value last time I checked. look up some benchmarks.)

a6 6400k dual core but probly gonna grab a 760 or 860k quad core
4gb ram,
64bit windows 8.1
550w psu

c) 8GB DDR3 memory.

Money sounds tight so in this case I'd get the GTX750Ti 2GB, upgrade the CPU and DDR3 memory when possible.

Solution
how much better is the 860k compared to the 760k? I dont think my motherboards bios would even supprt the bios for the 860k so i could save alittle money on the 760 rather than possibly havin to buy a bios chip or whatever.

Check the list of supported CPU's at your motherboard support site.

Then check PCPartpicker and get the best one you can afford.

If you do plan to upgrade then you must update your BIOS before switching to the new CPU if the current BIOS is too old. The list for CPU support should also say which BIOS version first introduced support for it.

(to avoid any confusion simply update to the newest BIOS before switching)

I'm thinking if he is only playing at 1400x900 he won't be using MSAA or other filters. If he does, then that could be a problem. Also I didn't hear "solid 60fps" he wanted. Please point out where that was written so I can be enlightened.
