Question Graphics Card High CPU, Yellow Warning Label In Device Manager

So I got my new PC about a month ago after my old one broke, no issues at all. But yesterday my brother put in my old graphics card. My old graphics card is the GeForce GTX 760, and the one that came from the manufacturer was a GeForce GT 720. As soon as I finished plugging everything in I tested my graphics card and in a lot of games. Everytime I played any of the games I got 30 FPS or less. I checked the task manager, and everytime I played a game it would run at 100% CPU. If I didn't have a game open I would be running 3/5% CPU at all times. So I naturally went to the Device Manager and there is a yellow warning label on the video card. Is there any way to fix this issue? And my specs are: NVIDIA GeForce GTX 760, AMD Ryzen 5 3600 6-Core Processor, 8 GB of RAM, 64-bit operating system/processor, and I am using Windows 10 Home edition. Can you help?
