[SOLVED] Graphics card issues, artifacting (?) and crashing Windows

I have a Zotac Amp Extreme GTX 980 Ti that's having issues, but I'm not sure how to diagnose it. Last night I was gaming when my computer suddenly crashed. ended up getting stuck in an endless boot loop. It would get to the black screen with the windows logo and dots spinning around like normal startup. But it gets stuck and lots of small blue squares appear all over and it freezes and the display goes dark. I took the gpu out and my PC booted up fine. i uninstalled all drivers and put my gpu back in and it booted into windows like normal. When I tried to reinstall the drivers, I restarted the computer and the same thing started happening again. Took the GPU back out, uninstalled all the Nvidia software and put the card back in, and now it boots into windows, again like normal. But, now i notice that i have blue horizontal lines everywhere. I'm not sure what to do.

Solution
Artifacts, lines and discolorations are signs of a dying GPU. RIP 980Ti .
You might be able to underclock it and use it for a bit more but that's not gonna last long

My experience, I get an endless boot loop without the ability to get into windows when the nvidia drivers are installed, and when the driver is not installed, I can't find a way to underclock, volt, ramp fans, anything like that. so, yeah, RIP 980 Ti I guess
