Question Graphics card low gpu clock

So take a look at this video i posted on YouTube . As you can see im getting 60fps but the card is only running at like 1600 mhz average . Im assuming this is a cpu bottleneck or badly optimized game but I want to make sure there just isn't something weird with my card. I was playing New World mmo .

5820k 4.3 ghz all core overclock
Asus ROG Rampage V Extreme mobo
Evga RTX 3080Ti Ftw3 with hybrid cooler
32gb Ram 2666 mhz .
I know my system is getting to be a bit old but this is strange behavior it does'nt behave like this in most games

What percent is the CPU showing while the GPU is at 50%? I'm willing to bet 90-100%. You have a little bit of a CPU bottleneck, but on average MMOs are more CPU intensive and single person games GPU heavy.

It is a bit high, it does average about 85% if i factor in all other system resources . but it does also touch 94% some times but mostly its in the 80% range now after tabbing out of the game and back again its in the 70% range

so yah when i logged in it was pretty high usage, but after a bit usage went down but mhz stayed below 1750mhz with cpu usage of 69-73
