Question Graphics card not detected by motherboard

I just finished building and when I plugged it into the monitor I got a no input so after seeing one of the connector cables to my GPU was giving a red LED above it I messed around and got both to be white LEDs (which I assume is better). Now when I looked back I noticed a white LED next to the word VGA which I now know means undetected. I cant seem to figure out why the motherboard is not detecting the graphics card. The card's fans are running and it has its lighting effects. When the PC is off all lights except the 2 white LEDs above the connector cables turn off. There's also white LEDs over each RAM slot in use. Not sure if that's a problem or not cause the manual just said it was in a different mode of some sort.

My motherboard is a MSI MPG z390 Gaming edge ac
My graphics card is a GeForce RTX 2070 RoG Strix

Switching slots didn't help, did it with the RAM as well, Nothing I do makes that EZ Debug LED turn off on the motherboard. The manuals for the motherboard and graphics card were zero help. Don't know what else to do.
Any help is appreciated, I can give pictures if needed. Thanks
 
What's the make and model number of your Power supply unit/PSU ? Do you have the latest system BIOS for this PC ? Try to reseat all the PC components, and make sure all cables are connected properly. Have you checked your system RAM as well ?

Take out 1 stick, and then re-test the PC.
 
After tinkering around a lot, the light next to VGA is no longer on, but I am now at a "Reboot and Select proper boot driver or insert boot media in selected device and press a key" which is progress I suppose.

I did move the RAM around as well, its currently in 2-4 slots still with lights above them. Hitting F2/F12 doesnt seem to change anything.

What's the rest of your specs ?

EVGA 650 G2 Supernova
2x 16Gb 3200mhz ddr corsair ram
2 TB Seagate HDD
Corsair H100i pro liquid cooling
Intel i7 8700k LGA1151

I've reseated some parts, and moved the RAM around, if having only 1 in would change something I'll try it. I'm not sure about system RAM or latest system BIOS as I bought all these parts recently and will google that.
 
Entering BIOS Setup Please refer the following methods to enter BIOS setup. Press Delete key, when the Press DEL key to enter Setup Menu, F11 to enter Boot Menu message appears on the screen during the boot process. y In MSI Dragon Center application, click on GO2BIOS button and choose OK. The system will reboot and enter BIOS setup directly

Try fapping the Delete key...

I can get into BIOS now, but once I am out of BIOS I still end up at the same Reboot and select,,,etc screen. I'm not sure where to go from here

I tried putting my Hard Disk: ST023 etc as the first boot option before the UEFI Hard disk but it didnt seem to change anything

EDIT: Changing the Legacy UEFI setting seems to have gotten rid of it for now
