Question Graphics card not working (beeping)

Hello. I went to turn on my PC today and it wouldn’t turn on. It makes five short beeps and doesn’t start. I’ve taken all of the parts out to clean them and put them back in again but there’s been no luck. On my manual, 5 beeps indicate a CPU problem but when I take the graphics card out and use a scart lead, the computer works perfectly, so it can't be a CPU problem. Could this be a motherboard or graphics card issue? The graphics card's fan still works when plugged in though. Any advice would be appreciated. Thanks.

ENERMAX ENP450AGT. It has been working fine for 1 year so I think it has enough power. If i take the graphics card out, the PC works ok. Do you think that it is the PCIe connector or the actual graphics card is broken?
Can the graphics card be blocked by some sort of software? In the BIOS options, the PCIexpress is selected as the option to start up with. The strange thing is that the graphics card fan works ok, despite the beeping. Thanks.
