graphics card problem

Here's my situation: I brought a 7870 manufacture refurbished a couple months back and i built my computer on Thursday. I've done this stuff before without a hitch but this time something is wrong. I turn my computer on and install the essentials online (steam, skype, mouse drivers, msi afterburner, etc) and then finally i try to install the amd 13.9 drivers. it all seems to be going fine until boom 'application install: package failure' shows up. So i uninstall and try again same thing this time but now I can't fully uninstall the amd catalyst install manager. So i try downloading the beta driver and the same thing happens. I then check msi afterbruner to see if it is detecting my card and to no suprise it detects nothing. So my problem is I can't tell if my card works because i can't install the drivers to check. HELP! (Sorry it's so long but i feel it's needed to help)

Try it in another known good PC with a known good PSU.
It's a refurbished part, don't buy them if you only have one PC; if you do buy one test it immediately.
