Graphics Card Problem

Hi everyone . I have a Low end PC. Its specs are-
1- Core 2 Duo E7500
2- Gigabyte G41-Combo
3 - Corsair 4GB 1333Mhz DDR3 Ram
4 - XFX HD 7770 Core Edition 1 GB
5 - Corsair VS450 450 watt PSU
6 - 1 7200RPM Hdd and 1 5400RAM Hdd

The Problem is that I am not getting Enough Frams , Like 14 Frames on Lowest Possible in NFS Rivals .

I just wanted to know that , 1. Is my CPU Bottlecking GPU ? 2. I am giving my GPU low Power ? . 3. Is my GPU defected one ?

Your CPU is most likely a bottleneck.

I had a C2D-E8400 with HD5770 and even in simple games like Diablo 3, the frame rate was dropping to 40-50fps in the more intense scenes. I upgraded to i5-3470 last year and the same GPU now does a steady 60fps.

It was a nice chip for its time but its time has passed.
