Graphics Card Problem

I have an EVGA GeForce GTX 950 graphics card and its fan starts up when I turn on the pc, but it stops shortly after (about 10 seconds after) and doesn't spin at all. It is brand new and I haven't even installed any operating system on to the pc.

Motherboard- ASUS H81M-A

Power Supply- Solid Gear ATX Power Supply Model SDGR-400BX

Do you get a display output? If yes it's possible it's normal behaviour- a lot of these new cards have the ability to turn off the fan when the GPU isn't being used much (i.e. when not gaming)....

I have connected a VGA cable from the pc to the monitor. But there's two places to put it. Do I put it in the VGA port on the graphics card or the one on my motherboard.
 
Another question, does the graphics board have a 6 pin power connector port on the top of it (as some GTX950 cards do, others don't)?

If yes, have you connected that to your power supply? I note than your power supply doesn't have any dedicated connectors, but you should be able to get a converter to use one of the 'molex' power connectors for the job. That PSU isn't great, but look like it should provide enough power for a 950 as they don't use much.
