GTX 750 has performance closer to the R7 260X. This is much faster than the R7 250.
The GTX 750 can manage medium to high settings in most games with playable frame rates (over 30 FPS).
You aren't going to get close to 60 FPS, but then if these cards are your approximate budget than your CPU probably isn't going to manage 60 FPS in high end games either.
If you are aiming for 60 FPS in games like Metro Last Light, Far Cry 3 or Crysis 3 you need to be looking at a GTX 770 or R9 280X.

and what you think about if I go for Sapphire Radeon R7 250 1GB GDDR5 Graphics Card with Boost and if I only play FIFA 15 at Ultra Settings. Will it play FIFA 15 at 1080p and 60fps?
I can't see any banchmarks for this game so can only go on minimum and recommended specs.
You can certainly play the game with this card, but you won't get 60 FPS.
The graphics card in the recommended PC specs for this game is a HD 6870.
The GTX 750 has very similar performance to this card.
The recommended PC specs will get you playable frame rates are moderate settings, not 60 FPS on high.

You want high end performance on a budget. There are only two competing GPU manufacturers, there really aren't bargains to be had.
60 FPS really isn't necessary. Anything over 30 FPS is fine.
As I said earlier, the R9 280X or GTX 770 are the cards to aim for if you want 1920x1080 @ 60 FPS.
If those are too expensive, you just have to get the best your budget will allow.
Generally Nvidia cards are a little more expensive for the same performance.
In descending order of price and performance: R9 280, R9 270X, R9 270, R7 260X.
The R7 260X is back down to performance just above the GTX 750.
