Question Graphics Card Trouble

why will my pc turn on when there is no graphics card installed but when there is a graphics card inserted it won't turn on? Here are my PC specs (if needed)

CPU: Intel core i3-10100F
Motherboard: Gigabyte 560M DS3H Micro ATX
GPU: XFX GTS XXX Radeon RX 580

You forgot to mention the make and model of your PSU and it's age. Furthermore, what BIOS version are you on for your motherboard? If the GPU was purchased used, did you verify that it was working before purchasing it?

My PSU is ARESGAME AGV500, 500W 80+ and I am not sure how to see what BIOS version my motherboard is on, considering when I plug an HDMI cable into my monitor it will not display anything. (I am very new to this)

BIOS has to recognize and initialize GPU.

Probably something is shorting out. Something improperly connected.
Did you connect PCIE power 8pin to the graphics card?
Can you show a photo of your system with side panel removed?

How are you connecting monitor cable?
Video outputs on motherboard will not work. i3-10100F has no integrated GPU.
