What sort of budget do you want to set for yourself? Your processor is definitely on the older end and would be due for an upgrade soon. What were you thinking of getting on your new rig? You could post your part list so we can take a look if you like.

Ok, well first off get some more ram. 8 Gb is preferably enough to game on. Secondly if you want to be able to run todays new triple AAA titles try to get something like an R9 270. It seems like you are on a very tight budget. The R9 270's price changes from 100-140 from time to time. It will run laps around the GT 610. Don't even bother with the 610. My friend has a GT 730 2 ddr3. It sucks. He can barely play any triple AAA titles. He has to play csgo at 720p on 60fps at all low settings. He has to play fallout in a super small window that he had to code to get it to run about 50 fps. It sucks. My other friend has a 610. It sucks also. Just go with either a GTX 700 series or a GTX 900 series. Don't waste your money on crap like a GT 610 or GT 730.

its a $688 build, and for both pc its for gaming, on my pc right now it's soft-core, like csgo, but i plan on playing fallout and stuff

My pc that i want to build will be around $700, which one of the 700 or 900 series do you recommend?

Yes. I would recommend that a lot. I have a 700-800 dollar build. I have a GTX 960. I would recommend the GTX 960 4GB version if you want to go the nvidia route. Otherwise go with an R9 380 if you want to stick to AMD.
