Graphics card voltage fluctuating by a little

Greetings.

On my Sapphire Nitro+ 470 4gb the voltage under load seems to be unstable.
By unstable i mean it fluctuates by 0.002 volts from the voltage set in Wattman.
When browsing and such light use this fluctuation increases to 0.02v.
When complete idle it stays stable.
The clock itself is sitting stable at 1206(Silent bios).

Is this normal?

Hello... The GPU firmware has 2 Energy saving modes... and 3D mode... the Voltages and clock speed will change depending on what is being viewed or GPU processed.

You do not understand what my question is.
While gaming, the core is at 1206mhz and not moving from it, while the voltage is fluctuating 0.002volts from the set voltage in Wattman.
Is THIS fluctuation normal?

Hello... is "Wattman" a precision calibrated scientific App? the Only way to determine, would be using a precision Calibrated Volt meter on the GPU, and compare results... an oscilloscope would give faster capture reading results B /

Wattman is integrated the Radeon settings.
The reading is from Sapphire Trixz software.
