What is the best Graphics or video card to use with a Samsung UD590 Monitor for watching videos and surfing the internet?

the monitor has a max resolution of 3840x2160 with the present set up the best I can get is 1920x1080. I would like to get the full use of the monitor.

The GTX 750Ti should be fine and has low power consumption .

It would be better to use a Displayport cable with 4k monitors. These graphics card has Displayport connectors.
