Hello i have a question its about an old laptop. It has i5-430m processor. Thing is that if u check this processor on intel site it shows it has integrated graphics some HD graphics(some media accelerator type of thing) i guess, if it like that why i don't find intel graphics control panel or anything related to it and also this laptop has even a dedicated graphics ati mobility radeon 5470 (512mb ddr3).
 
The Intel i5-430m CPU of the Arrandale-class has an iGPU of 2nd generation HD graphics included.

It is compatible with any Windows NT from Windows 2000 [NT 4.0] up to Windows 10 [NT6.4|10.0].

The driver-installer for the X86_64|AMD64 64-bit architecture in the version 15.22.58.64.2993 is like the X86 32-bit architecture driver officially released as compatible with Windows Vista [NT 6.0] and Windows 7 [NT 6.1]; If you would like to use these installers, you may so but you need to open the Properties (via Right-Click on the file - bottom most option: Properties) of the Driver-Installers .EXE, switch to the Compatibility-Tab and mark the Compatibility Mode CheckBox as checked, so you are able to select Windows 7 from the DropDown-Menu.
In the Settings-Field mark the 'Run this program as an administrator'-CheckBox as checked, too.
Now press the 'Apply'-Button - bottom right of the 'Properties'-Dialog and then press the 'Ok'-Button to close the Dialog.

Now you are able to install the Driver in Windows 10.

On other Generations of Windows, like Windows 2000, XP, 2003, Media Center, Tablet PC or Fundamentals for Legacy, you will have to make use of the 32-bit-zip-version or for Windows XP 64 or Windows Server 2003 64, which for example includes Small Business Server 2003|2005 you need to use the 64-bit-zip.

The Intel Media Accelerator Panel for the SystemTray, which allows you to quickly change the Monitor-Layout, some specific 3D and other Rendering- and Display- -Settings, as also to open the full Driver-Configuration-Window, requires you to have Microsoft .NET Framework 3.5 Service pack 1 (Full Package) installed. The RunTime is not installed by default in Windows 7|8|8.1|10 and Server 2008R2|2012|2012R2|2016|2019. Without the .net-RunTime the Panel won't open.

Although it is not actually necessary to use the Panel, some configurations like forcing specific overrides, so that not the settings of a game or other applications that make use of DirectX and|or OpenGL are considered but overridden by default are only changeable via the Panel. If you have no use for that, because you always do your configuration in the Apps themselves, than you can let the Panel left out. In this case:

To install just the driver, deflate the Zip-File. Open the Device-Manager and open the Properties of your Intel Graphics and choose to update the driver. Choose to manually install from the path, where you deflated the drivers Zip-File. If in later versions of Windows the automatical search does not find a driver it is because the routine can not find a WHQL-Driver specific to your actual OS. - To circumvent that problem choose to pick a driver and open the .inf-File from the deflated Driver-Zip.

After that is done, it may happen that Windows 7 or higher versions will find updated versions of the driver for the iGPU via Windows Update. Although it is not an updated driver (the version remains the same) it will do update the MicroCode|FirmWare, e.g. to fix wrong temperature threshold values or corner-cases like a bug in the Anti-Aliasing.

Be aware that you have to do the initial install yourself. After that is done Windows Update will do search for necessary Updates.

Regarding your additional dedicated graphics card, i would recommend - if the BIOS offers the option - to change the primary VGA to the Intel iGPU. It will save an enormous amount of Energy up to hours, depending on the mAH of your installed battery.

If you want to use it for gaming, you definitely can. If the games you wish to play do work on Windows XP, i recommend to use it, as XP was the last Windows NT that implemented Hardware-Profiles; these let you boot into fixed customized configurations of devices en-|dis- -abled and drivers to be (not) loaded.

For Windows Vista and above, there are modded optimized drivers, especially for your combination available, last Updated in Mid 2016. But i can't remember how they are named. They are specifically optimized to allow switching between the iGPU and the dedicated ATI and give up to 30% more performance for the ATI.

If i will recall how the package was called, i'll add it here. Generally just use the WHQL-Drivers available on AMD's Drivers Download-Page for the ATI Mobility Radeon HD 5470.

As far as i remember, the hardware should allow you to use Client Hyper-V and App-Locker on Windows 10. Generally you should use Windows 10 or Windows Server 2019 for this machine. Especially Windows 10 LTSC 2019 will allow use of all the ressources this machine has to offer. The rendering performance is sufficient to allow even Unreal engine 4 and Steam (low resolution and adequate FX Settings a given) to run okay.Best use case would be game-programming and|or -design on basis of UE4, Unity3d and Cocos. Docker runs fine. Hyper-V can be run simultaneously with virtual Box 6, for example to use with Vagrant, for provision with developer-environments. VisualStudio 2019 runs good. Blender 2.80beta runs fine.

All in all a good machine for creators.
