Green, blue and red pixels

While I'm scrolling through my youtube subscriptions there are green, blue and a few red pixels on some videos.
This only happens on some of the videos which is weird. It also only happens while im scrolling.
If I'm not scrolling they dont appear.
Help please

It also happens during the videos I watch
It happens while playing games but only if I move the view

I checked hwinfo and what am I meant to download it through and is it safe?

12 Min : 12.000 V Max : 12.192 V



Playing game :
5 : No change

12 : Min 11.712 V Max : 12.000 V

There was no 3.3

Remove gpu and boot pc without gpu while monitor is connected to motherboard and see if the problem persists.

All I did was I took the gpu out and put it back in and everything is fine now. Thank you for the time you put into helping me

Probably bad connection when you built your PC.
