Question Green or red color pixel on monitor

Hi guys! Im currently using a 21.5" 60hz monitor but recently I noticed a green and red pixels whenever I watch some youtube videos or watch on netflix even when I play games. At first I thought it has something to do with my gpu but then I tried using my ps4 with the same monitor, same thing happened. Whats the reason this happens? Is there a fix? Bad hdmi? Or replace monitor?

I didnt. It turns out my cpu is overheating. Cleaning my cpu cooler fixed it
