Green Outline In Chrome

So for the past few days, there has been a strange green outline around the bottom of my chrome windows and around the scroll bar. Has anyone had the same issue? Does anyone know how to fix this? I've tried disabling my extensions but it did not help.

Solution
I found out what the problem was. Somewhere in my Chrome flags I had changed one of the settings which was making the outline happen. If anyone else is having this issue, type in "chrome://flags" and click "reset all to default". Unfortunately, I don't know exactly which setting was causing the issue. However, resetting all the flags fixed the issue.
maybe it because of your Anti-Virus, in safe mode there is a green border in your browser and your every window that opens, you have to disable it.
Tell my what anti-virus you used? I will tell you how to disable it.
 


It's not around the entire window - only the scroll bar and the bottom when it's maximized:

The only antivirus I really use is Windows Defender lol.
