green screen cant load windows

I get a green screen when i load windows in normal mode if i load it in safemode i can get into windows but there are columns of green lines on the screen. when i try to load it in normal mode it gets past the "starting windows" part but then istead of the blue screen loading it gives a green screen and doesnt do anything else

i have an R9 270 and an FX 8320

i already switched the graphics card to a different slot and still the same i cant get another gpu at the moment to test but i will in 2 days i am also running on a clean install with the latest drivers

Seems like a video card issue, maybe power supply. Need to test the card in another system and another card with the same power draw in yours.

My brother has a 980 i assume I can use it to test my power suply as it will use more power right ?
