Green screen on startup

Greetings. I am in dire need of help.

I am having issues with my GPU. It suddenly started acting weird while playing games, the screen would stutter and "vibrate", I would get that vsync effect also. Shortly after the screen would go gray with with vertical lines.

Now, when I start my PC, the screen just becomes bright green. I checked the temps and its fine, around 40°C. I booted into safe mode and it works. I used DDU to uninstall the drivers and it works even then, I just have the "generic pnp device". As soon as I reinstall drivers, the green screen happens again.
Is my GPU dead?

FX8320 3.5GHz
R7 265X 2GBs
AsRock 990FX Extreme 3 mobo
Gskill 8GBs RAM
Windows 7 Home Premium

Try check with your RAM, may be the driver causing the memory BSOD kind of errors. If you are not satisfied then remove the GPU and test if the green screen appears.
