Ground test voltage lower than outlet voltage.

Hello fellow forum members,

I recently drove a 120 cm long grounding rod into my front yard "and used the mixture of coal and salts that came with the earthing rod" and thankfully i was able to add grounding to a couple of outlets in my room.

My outlets are 220v, but when i tried to test the ground port with the hot port in the outlet using a multimeter, it shows about 130v instead of the normal outlet voltage.

I used an extension cable and tried to test the hot line with the grounding rod itself using the multimeter test, and it still shows 130v when the voltage of that line is 220v.

What seems to be the problem? Is it my multimeter? "generic chinese DT-830B" or is it the grounding rod itself? Would reinstalling it fix the issue? Ir i need to buy another rod and drive it next to this one and wire both to my outlets?

Thanks in advance and i appreciate your help and time.

Hello... in America we use 240vac with a CT transformer... Ground is tied to the neutral/CT... we send 120vac, CT/neutral and ground to our 3 prong outlets.
High current appliances we will use 4 prong outlets... so the device has 240/120 options... But any time we measure from ground/neutral to the 240 Vac wire, you will always read 120VAC due to the CT transformer connection. Could you direct me to your Local wiring regulations/CODE?

Hello!

There is no specific code that we have to work with here in Saudi Arabia, so every electrician could play and roam freely in our electrical boxes and wreak havoc.

But i can provide you with information about our setup, the system is a 220 VAC three-phase system without ground or neutral, hence why i installed the grounding pole.

Also, i have ancient PDF files that our Electrical Agency hosts on its website :

https://www.se.com.sa/en-us/Lists/Saudi%20Arabian%20Grid%20Code/Attachments/3/SaudiArabianGridCode_Rev1.pdf

https://www.google.com.sa/url?sa=t&source=web&rct=j&url=http://www.ecra.gov.sa/ar-sa/ECRARegulations/Codes/Documents/distrbutioncode.pdf&ved=0ahUKEwjv8eO8oY7NAhUGtRQKHbCtDQQQFggbMAA&usg=AFQjCNFDRfU9eF77-2cG1VmaNEEMQ_jlAA&sig2=Yo1Bfi9UYyC_wlP_ZMqAtA

But i believe electricians don't adhere to its regulations.....

Anyways, I really appreciate your enthusiasm towards helping me out with this, Thank you very much for your efforts and your time.
