will the GSkill Ripjaws V 8GB Dual DDR4 2400 works fine on an MSI B150M Night Elf mobo since it only supports up to 2133 mhz?

Regarding if it will work or not then yes,it will just it won't run at 2400, but at 2133mhz, so get the 2133mhz memory instead of 2400mhz.

You can, but keep in mind there is not 100% chance of them to work together. Mostly they work. But i'd save up enough and buy 2 sticks in pair.

i see. the ram that i chose is the cheapest i can get here in the philippines. its hard to find a 2x4gb 2133mhz ram here. will it cause damage to the ram if its not running at 2400mhz?

No damage, motherboard will either run it at 2133mhz by default or you'll manually have to downclock the memory speed from to 2133mhz in bios,leaving everything else untouched.
