I have a HP 8200 sff pc that has i5 2500 (sandy) and no eGPU...

I am thinking of buying msi 1030 fanless low profile card just for the purpose of watching 4k at 30 or/and 60fps youtube and maybe other content...

the cards spec sheet says it uses pcie 3.0 x16, but runs at x4.
https://www.msi.com/Graphics-card/GeForce-GT-1030-2GH-LP-OC/Specification

my pc only has x16 pcie 2.0

so I assume it will run at 4x pcie 2.0

will this be enough?

It will definetely be enough. Pcie 3.0 x16 can hardly be satirated by the highest end gpu's. Sadly, I would assure you to double check if your pc is compatible because I think quite a few hps frpm that time had limiter on the pcie slots, meaning that the maximum it will output is 30w and will not let you use the whole 75w that it should.

yeah, that I know... but it would be running at 4x 2.0 spec... i guess its enough, since it is about 10 times slower than 1080 ti and that it qont need to work over its head to stream videos...

isnt it speced to use only 30w as is? I am not quite sure how would I check how much W can my pcie give...
