Hi, just wondering if a 240w dc5800 sff can run a ASUS gt 1030 gddr5 2gb low profile?

I'm planning on buying a gpu, but the asus gt1030 is the only GT for sale here in our country,
Some says that I should just by a 1050 instead of 1030. But I don't have that much money to spend on a gtx 1050

I suggest sticking to older gen video cards for a system that old. I don't know who would have told you to get a 1050 for a Core 2 Duo with an old 240 watt PSU but it's not someone that knows that much about computers.

Your old motherboard and BIOS have a very good chance of not working with new cards even if the PSU can handle it. Get a 730 GDDR5, that should work and since it would be used it will be about 1/3rd the cost of a 1030.

I see, any graphics card that is at the same level as gt 730? I couldn't find any 730 here. A recommendation would be great, any gpus that are at the same performance or atleast a little bit better than GT 730

Yes It can.

I bought HP Elite 8300 SFF for 75$ from craiglist for my niece. It run on 240W PSU. I just replace the HDD to SSD.

CPU: i5 3470
RAM: 8GB Ram
bought a used 80$ "GTX 1050 Ti Low Profile" on ebay and it work fine.

When playing Games like WoW, LOL, CS:GO
I tested it, I plug the SFF on my Watt-Meter and Play Games, Watch Movies. The Highest Wattage I Get was somewhere around 150Watt Usage (with USB Speaker, USB Mouse,USB Keyboard, Flash Drive) on it..

Pretty much when your gaming, it only somewhere around 130-140Watt Usage.

You have enough power for GT 1030.

740 is an option, Radeon 7750 (55 watt so should be fine with your power supply).

Keep in mind the post above about using a 1050 Ti is for a a system that is quite a bit newer than yours. Core 2 Duo came out in 2008, i5-3rd gen came out in 2012. For newer games a Core 2 Duo is about as useful to run them as a jug of milk. You don't need a faster card than a 730, your CPU won't keep up with even that.
