Gta 4 lag brand new off of steam

I don't want to bother telling you guys my specs but I went on system requirements lab and it said I fit recommended settings. It is kind of laggy and I want it to be smooth. What can I do to fix this. Is it because it's new? An answer is much appreciated.

Most likely your specs are bare minimum, and the fact that is a poorly ported game, it wont play well without decent hardware. So unless you list what your specs are, just gonna assume they are not good enough to play at the settings you want.
