GTA 4 Low fps on good pc

So gta 4 is one of my favorite games of all time, but I can't enjoy it because of bad fps. With the setting cranked all the way up, the fps fluctuates from 120 fps, to 25 fps. And ironically, I get better fps in gta 5 than I do this game. I know it has a bad port, but not this bad.

SPECS: msi 970 motherboard, msi gtx 970, amd 8320e 4.6 ghz, 16gb of ram.

GTA 4 can have trouble with any GPU that has 2GB or more VRAM.

If you are using Steam, try:

Properties of game>Launch Options>Add: -nomemrestrict -norestrictions

Even then, its iffy. I had a better experience with a GTX 570 (less than 2GB vram) versus a GTX 580 (3GB) with the above, latest patch, etc.

Either way, no, I wouldn't expect to have good performance with maxed settings on any hardware. If I were to load this title today, I'd use the above and and tweak settings. The built-in benchmark is a horrible representation of the in-game performance.

So I put -nomemrestrict -norestrictions in the launch options, and now the fps goes from 250 to 45. So that was definitely an improvement. It seems like the game should have a better port, especially from a big company like rockstar.
