GTA 5 abnormal fps drops.

I understand fps drops when i have settings on ultra/very high mix but when on lowest settings i get same fps that i get when on ultra.I tried lowering the resolution but i got same result.Is something wrong with drivers? Please tell...

My specs:
8GB 1600mhz ram
i3 3220~3.30Ghz
Gtx 960 4gb
OS-Windows 10 Enterprise 64 bit
Nvidia driver version- 364.72

I changed power settings but nothing changed.I am getting same performance on lowest settings. Even when i lower the resolution no change whatsoever.Please tell what could be the problem. BTW my native resolution is 1366*768

I have extensive experience with this game, it is very likely to be CPU related. Disable Windows Game DVR if you have not already, in game use Win+G and find the game recording function and turn that off, I believe the setting is in the Xbox app as well. Power profile to High Performance, and close browsers and such while you are at it.

Mr. William Henrickson mentioned some valuable tips.
Also, just before you are fire up the game, open task manger and check if any unnecessary apps/programs are taking up the CPU/ Memory resources. If so, turn them off and also do turn off the antivirus (in my case turning off AVG helped a bit).

Also recommend closing Skype, Gtalk, U Torrent, Daemon tools and any running virtualization process. Bringing down the memory usage to 21% (from an earlier 38-39%) helped me squeeze out quite a few frames in GTA V.

Ok i got it after using MSI afterburner i came to know that my GPU usage is only 40 to 50% .I know this is due to cpu bottleneck. And thanks for all the tips.
