Question GTA 5 Bad FPS Any Specs Low GPU Usage Any Setting

On GTA Online and FiveM neither of my three PC's (i7 5960X 32GB 3000MHz RAM RTX 3070 All SSD, other PC Ryzen 5 1600 16GB 2400MHz RAM GTX 970 game installed on SSD Ryzen 5 1600 16GB 3000MHz RAM GTX 1080 Ti) get above 60 FPS consistently GPU usage very low literally around 10%-30% even with all settings set to normal. CPU usage around the same as GPU in task manager aren't being pegged at 100% game just will not run no matter what. windows fully updated on all PC's GPU drivers etc no overclocks anyone know how to fix this?

Resolution on all 1080p

You may have to do a fresh install of the drivers using DDU (display driver uninstall) and a clean install of the game files. Also try to delete all temporary files and cache to speed things up a tad.

Try turning vertical synchronization off. I play gta with an ryzen 3 3200g with graphichs at high at 60 fps with his integrated GPU. If i let Vsync on its unplayable.

You may have to actually turn the setting all the way up, because if you keep turning it down your CPU's are already processing it fast enough and the GPU is simply under worked. It sounds stupid I know but When I use to have my rx590 and r7 1700x I had a similar issue with farcry. I started at 1080 low because thats all i could run it at and it was really poor fps. I tried upping it to med-high settings and it magically got better.

Thing is in single player with every settings maxed out even distance scaling set to maximum I hit the FPS limit of 187 FPS with huge stuttering (this is a bug with the game's engine itself had this issue a couple years ago with my Titan X & 4770K whenever it hits the frame limit it stutters) only fix is to set FPS to 155 FPS with my RTX 3070 i7 5960X PC game still only around 30%-40% of my CPU and between 34%-40% of my GPU still low but maybe since I've limited the framerate to avoid stuttering when game hits FPS limit yet again game won't push past 187 FPS so GPU Usage would never hit anything close to 100% but on multiplayer I can't get the same result even in a lobby with zero players in the same spot same time of day I sit around 94-114 FPS with even less CPU & GPU usage (obvs) and ofc if I'm playing multiplayer I want to well, play with other players and this is where my problem's are with. in a lobby with a fair amount of players I sit around 75-90FPS with dips up to 45 FPS when driving around and the game just will not take use of the extra resources my PC's have. no matter the spec, even after turning all settings to the lowest possible and restarting the game and this is what is so bothersome as some of my friends don't encounter this issue and sit flawlessly around 130 FPS in the same lobbies with slower specs such as a RTX 2060, ryzen 1600, etc it's been extremely frustrating to reinstall windows multiple times on my PC's playing the game on multiple windows installs 1809, 1903, 1909, 2004, 20H2 etc with no changes to the result

check whether your game uses integrated garaphics or dedicated graphics...also the game uses more of from ram(vram) instead of gpu that is why it shows only 30 to 40% of gpu used...may be its not using the dedicated gpu by default..you can check it from graphic settings or you can watch this video to switch your gpu-
