GTA 5 lagging on msi GTX 1070 and on I7 6700K

Hello, I recently built my new gaming computer and I was surprised that I can't play GTA 5 on highest without fps drop and lagging. I get about 60-70 fps when I'm just city driving however if I go off road or I'm shooting at something fps drops to 28-40 fps and becomes lagy. Disabling options in Advanced graphic settings helps but it still lags. Overclocking graphics card only improves the gameplay by about 5 FPS. I was told by guys in this forum that even GTX 1070 would be an overkill for my 1080P monitor. Could there be something wrong with my hardware or this card is not powerful enough to RUN this game on highest settings while maintaining 60FPS?
Here's my full hardware details:

CPU: Intel Core i7-6700K Skylake Quad-Core 4.0 GHz

VIDEO CARD: MSI GeForce GTX 1070 DirectX 12 GTX 1070 GAMING X 8G 8GB 256-Bit GDDR5

How are your temperatures? I recently built my friend a i5 6500 + gtx 1070 gaming pc and he runs gta 5 at max everything with some advanced graphics turned on at 1080p 60 fps stable. You should easily get way more than 40.
 


Do you have some sort of extra AA turned on? Or the amd shadows? It's so wierd that you are having low fps. Btw you don't need 8x msaa turned on so if you have try 2x.
 


This is actually a pretty good point. Try lowering some settings you think you don't need and test it. I don't know if GTA V has it but PhysX eats alot of performance. Try disabling that if that is enabled
 


The only thing gta 5 has specific to nvidia is some form of AA.
 
I will definitely try lowering some settings and reinstalling the driver. I'm not sure about updating the bios since I don't have much experience in that area. I will also try installing watch dogs 2 and see how it goes. Hopefully this problem is only with GTA 5 otherwise I'm not sure what I'll do next.

I just updated my motherboard bios and video card bios. Tried switching RAM sticks and reinstalling driver without any luck. It turns out I have problem with low FPS not only in GTA but in all other games, like Planetside 2. Turning off ECO option on PSU and Overclocking both CPU and GPU does nothing. Could it be my MOBO? I couldn't find any similar problems with that mobo online.
