Question GTA 5 lagging

Hi all guys. Issue is:
- i have pretty decent pc(i5 9400f,16gb ozu 3200 with good latency, 2060s and so on). I recently decided to play GTA 5 roleplay and faced strange problems. I permanently getting stutters. As i was recommended by friends, i put all graphs on low(but i think with my graphic card it's useless). Playing full hd with 5:4 ratio.
Im using to test my fps FPS monitor software. I noticed that with current specs of settings i have fps around 160-180, but it all the times drops to 80-110. I noticed it happens when 1 of the cores gets 100% load and instantly goes back to it's 50% load.
What can be the problem? I was playing pubg - i didn't such stutters, i play csgo all the time 280-400 fps and no freezes. I play other single players - all good.
Temperature on cores even they all 100% load not even hitting 60C* (im using aerwolf cooler which useses his 50% of resourses. It's enough).
So, i fixed somehow this with putting VSYNC ON, but im not intrested in 144 fps lock. I just want to know why GTA 5 sometimes hitting 1 of the cores to 100% load which causing stutter(dropping fps to 80-110).

Make sure you're on the latest BIOS update for your motherboard. To rule out your software being buggy or missing code, use other apps that corroborate your story/findings. I would also advise on using DDU to uninstall your current GPU drivers and reinstalling with the latest found off of Nvidia's support site.

SSD/HDD:WD Blue 1TB (2012) (gta installed here), ssd: Corsair Force NVMe PCIe M.2 240GB
GPU: Palit PCI-Ex GeForce RTX 2060 Super JetStream 8GB GDDR6
PSU: Chieftec CTG-650C
OS: Windows 10 Home edition
 
check which revision your motherboard is (could be 1.0 or 1.1) and update the corresponding BIOS of your motherboard to the latest version

Install the game on the M.2 SSD

Check the SSD with the corsair tool box and update the firmware if available

use ddu uninstaller to remove all graphics drivers completely and install the latest nvidia.com driver

so, algorithm that i should follow:
1.download latest bios updates and update it.
2.than check SSD with corsair toolbox.
3.instead of using ddu unistaller , i will reintall my windows and fully clear ssd(i think it has a lot of junk, because everyday it gets lower and lower free space).
4.then i try again.

after all manipulations, and in addition i little bit overclocked my GPU with MSIasfterburner got next results:

As i noticed , stutters appear when i turn on google chrome or another browser. If i turn it off,, stutters not disappear, but their amount is becoming less.
