GTA 5 only using 2 core of my quad core CPU

I have big problem with that game. The game only using 2 cores of my quad core CPU. My other 2 CPU cores aren't working for the game or game doesn't want to use them. Game is heavily stuttering and having big FPS drops. This problem was fixed after reinstalling windows before but now its back after updating my BİOS. Dont know what to do, i dont have problem with other games. Just look at the CPU usages i was tested BF1 when i encountered this problem, so i saw that the BF1 is affected too. CPU usage was low and game was stuttering. Now i cant test cuz i dont have the game anymore.

Specs :
Ryzen 2200G CPU
B350M-A MOBO 4014 BIOS
R7 260X GPU
8 GB RAM
W10 1803

Game was running fine before updating BİOS FPS was 50-60 without any single stuttering

Tested the BF1 64 PPL server again and I dont have any problem. I think im affected by those spectre patches or buggy 1803.

İ fixed this by disabling windows game mode (W+G) button
