Gta 5 problems on a fairly good PC

Guys I need some help. Just installed GTA 5 on my PC and i noticed very very very frequent frame drops each 1-2 seconds and its really making the game unplayable. I used MSi Afterburner for benchmarking and monitoring and my GPU usage was below 30% when i was getting the frame drops. It doesnt matter what settings I use for the game its still going to behave the same. The CPU is like 80-90% on both cores. Here are my PC specs:

Intel Pentium G3258 4.2Ghz OC
6GB DDR3 ram
Asus R7 250 1gb GDDR5
1TB HDD

Ive seen benchmarks on youtube with my GPU and CPU behavior in GTA 5 and they were having absolutely no problems. No lag, no frame drops, stuttering etc. Im having like 20 fps while dropping and when the GPU gets back up to 99% im getting 70-85 fps which is very nice. Forgot to mention that the VRAM usage is ~700-800MB and I play the game in 1080p. I hope you guys have some suggestions for me...
 
If you are using a stock cooler or your cooler is clogged with dust / case has a bad airflow, you might be experiencing thermal throttle issues due to CPU overheating. This happens in the range of 100C. Monitor your CPU temps while gaming and report max temperature you are getting.
 
My GPU , because it is barely used 30% it stays around 35 degrees Celsius, in other games where it runs amazingly on 99% i doesnt exceed 57 degrees C. And my CPU on the stock cooler doesnt go above 64 degrees C even on 100%. Sorry i forgot to mention the temperatures.
 


I tried the 14.12 official drivers from AMD.com and the 15.6 beta drivers... I will try another version right now, both of them seem to behave the same way...
 
Apparently, this game requires 4 cores as a minimum, although the developers have probably tuned the game to be able to run on a dual core. Therefore you get stuttering, due to lack of free threads - especially when entering various in-game areas which try to use more than 2 cores, but don't get enough. I guess i3 is the bare minimum for stutter-free experience. The same thing happened on Dragon Age Inquisition and several other games - this trend will only get worse with time. Just take a look on the reports all over the internet - people with the same CPU say the exact same thing as you - the game runs normal, then sudden stutter now and there.
 


Take a look at this guy https://www.youtube.com/watch?v=x1Z-tsC_4ng. He has the same CPU but a different GPU and he doesnt have any problems...

Mininum specified by Rockstar is a quad-core processor. And while that Pentium may benchmark better than the minimum Core 2 Quad Q6600, it's not a quad-core CPU -- it's not even a "dual-core with Hyper-Threading" CPU. So he should be thankful that the game will even run, but he shouldn't expect even fair performance from it because he doesn't meet the minimum specs.
 

In the comments, he does say:
I don't know why but without the txaa the game seems to stutter every 10 seconds.

Reading around, umpteen people with umpteen different configurations have had these kinds of stuttering issues and there appears to be no one solution for everybody. It's more than likely an issue with the game itself.
