gta 5 stuttering and low fps?

I'm having trouble playing gta 5 as it makes it for me a little unplayable because im getting stutters every few seconds and low fps which i was not expecting.

Specs:

CPU - AMD Athlon II x4 641 @ 2.8 GHz
GPU - AMD R7 250 1 GB DDR5
Ram - 4 GB @ 800 MHz
HDD - 500 GB
OS - Windows 7 Home premium 64 bit

I used to own a radeon 6450 hd 1 gb ddr3 gpu and i had trouble back then running this game at my monitor's resolution (1366x768) so when i turn it down @ 800x600, fps would never drop below 40 fps.

I decided to buy r7 250 thinking i would get even more fps playing at 1366x768, maybe crank up some settings but oh boy was i wrong.

Fps is constantly around 30-35 fps at normal settings and 1366x768. The biggest issue is that even if i turn down my resolution at lowest, framerate would remain the same! Then i tried few things:

Going to power options and checking "High perfomance" - didn't do anything.
Verifying game files
Overclocking my cpu to 3.3 GHz
Running the game as administrator

All of the things i did above, nothing seemed to remove my stuttering or fix my fps.
I decided to download MSI Afterburner and check the usage of my cpu,gpu and ram and this is what i got.

GPU usage is at 40% and CPU is ~80%
It's weird because with my previous gpu, usage of it would be over 80% while the cpu wasn't stressing much and i would get more fps, while with this gpu, cpu's usage would be around 80% and this one's just sat there with 40%. When driving, usage remains the same but stuttering appears and my fps drops around 25.

Any fix for this?
 
I dunno man it could simply be the fact that this chip is pretty old. Isnt this from 2009-2012 editions? Could be that it just can't keep up with GTA 5. Have you tried installing the latest graphic drivers? Also try to keep all your other system resources to a minimum and also make sure you're not running out of hard drive space etc..
 


Well yes, cpu is quite old but of course i wouldn't buy this new gpu if i knew this cpu wouldn't run any game at good fps (gta 5 mostly). I had to check videos on youtube first and i saw few videos running this game at 40+ fps at high settings with no stuttering or any problems whatsoever! But it seems like it's not like that on my side.

As for gpu drivers, downloading latest ones that amd recommends me just crashes my pc as i try to play games. Im using drivers that came with the package when i bought the gpu (15.20) thinking it's the most stable, so far no crashes.

Hard drive has enough space, 40 GB's on C drive and 180 GB's free on D drive.

I tried stopping and closing as many processes as possible but still no changes.
 


But im pretty sure i can achieve more than 30 fps at normal settings on this game, no matter if yt is the worst place for benchmarks.
