[SOLVED] GTA 5 under performing on my decent PC

I have a fairly decent PC (6GB ram) and I still have issues running GTA V on my computer and I have no idea why. I can run other games just fine with 40+fps but GTA V gives me extreme stuttering. It used to lag, too, but I got a mod called "GTAV for low-end PCs" and now it just stutters anytime I do anything (such as driving over 20mph, which is most of the gameplay) also note that I do a computer restart and open only steam and GTA V when it finishes restarting. This is dumb and I just want to play the game i spent so much money on to work.

Run speccy the free version is fine,let it complete and go to menu -> file->save as text file,copy and paste everything up to your windows version but not all the rest and post it here.

Also follow this video,the big screen is the fix,it shows how much faster the game loads and how it doesn't stutter anymore,the small screen is how it runs at default.
