GTA IV "Not enough Memory"

This should explain it all... Makes No sense... I have an EVGA Geforce GTX 970 SSC 4GB Card and an Intel I5-4670 Quad Core CPU. Thanks For any suggestions.

It's not a video memory issue that I can see from the screenshot. The error message isn't really clear. You have to ask the question what is "optimal" according to the game developers? is it 120 fps expectation? Likely that card will run that game at a more than sufficient FPS that you won't see any problems or stuttering etc. Have you played the game with those settings? I often set my settings higher than what a game "recommends" without any problems - the game might not run 60 fps, but 40 is enough for me to enjoy the amazing graphics.

Just watch your FPS, if it drops below 30 the game will start to feel choppy and rough. If this happens lower the settings till you can hold above 30 FPS for the minimum. Just play the game and see what happens and adjust as necessary. Some settings can be rasied above the recommended settings and others can not depending on system hardware installed.

Don't take stock in what the game says, go by what actually happens.

Even on the lowest of all settings, at about 400mb/4000mb it still gets 20 or so fps,
when I can Run ARMA 3 ALL ultra settings 50-60 fps.

GTAIV is VERY CPU heavy; even my 2600k struggles with it. Think this is the i5 holding you back a little bit, but the amount of physical RAM your PC has also might be a problem, since I recall the game being relatively RAM heavy too.

Ive got 8 gigs which should be enough for this game, the I5 is also one of the better I5's out there, I dont think its any of those.
Like I said, I can Run Arma 3 at 60 FPS on Full ULTRA settings. Actually on every game I have I run on ultra and Get 60+ Fps. Its definitely something wrong with the game, not my PC, I just dont know what.

If you have AA on try turning it off. This is the one setting that will really kill FPS.

GTA IV doesn't have anti aliasing, so that's not an option to help performance. The game also has trouble detecting the proper amount of VRAM on cards with more than 2GB, do keep in mind the game is pretty old, it came out in 2008 when more than 2GB of VRAM for a GPU was unheard of.

Ignore the warning and try playing around with the settings to get the best quality and framerate, though you won't get a perfect 60FPS no matter what you do. Grand Theft Auto IV is just really badly optimized to the point that even having hardware from seven years into the future compared to when the game came out isn't enough to brute force it into good performance.

Make sure it is not forced on in Nvidia control panel. This way it can be on, while this would require you to either set it as a global setting or set in a program specific profile.

EDIT: also be sure no other programs are running in the background especially video recording programs. You also may want to run the game in windowed mode and have Task manager up so you can see what else is using the CPU and Disk while you are playing. This may give some insight to what is happening.

Nothing else is running, even if something else was running it wouldn't hurt it that bad, its like the game is limiting my PC.

With all setting set as low as I can get them, it says "202/4000 mb Warning; Your graphics settings are near, or exceed, the suggested resource limits for your system. It is recommended that you reduce your graphics settings in order to run the game optimally." Again, That is on the LOWEST possible settings. It is the game, I just need to know how to fix the game.

check your page file size. windows 10 handles memory differently to win 7. if your running win 10 then make sure your page file is either system managed or set to 2048-4096MB.

as for the warnings they can be ignored as they do not represent the real games requirements.

Its Win 7 Home Premium

open gforce experience and click on the my rig tab. is all the hardware registering with no warnings? it may show 1 and be causing the driver to mis-configure.

if thats thats case go to your motherboard manufacturers site and see if they have an Intel INF installation driver for your hardware.

if they do install them. (you should do this check regardless as the inf drivers are needed for win 7 hardware identification.)

Nothing wrong, Like I said I can run any game ULTRA settings at 45+ FPS.
