GTA IV not launching after Social Club login

So I start up my GTA IV from Steam and hit ''Play (Offline)'' in Social Club, and after that nothing happens. Game just doesnt start. I installed GFWL, installed 1.0.7.0 patch, installed R*G Social Club, tried running as administrator, tried running on compatibility mode for Win 98, Win 2000 and Win XP SP3 and still... Not working.

(I first played GTA IV on my desktop PC. Few weeks later I installed it on my laptop, after installing the game on my laptop GTA IV didnt launch anymore on my desktop PC. Why???) Please help!

Have you tried telling steam to verify the game files to check if anything for corrupted?

Ohh, I absolutely forgot this one. Im going to verify and tell u if it worked.

Actually the title is a little misleading. The game doesnt start at all. No windows are poping up or anything.
I tried validating game files, it told me that 39 files failed to validate and will be reacquired, but game doesnt still start.
It has to have something to do with me installing GTA IV on laptop.
I cant find help anywhere.

No errors, nothing. Game is just not starting up.

This is desktop. GTA IV doesnt start on desktop anymore after I installed GTA IV on laptop. Already uninstalled from laptop, it was too laggy.

Okay, back in the start now. I uninstalled the game idk wtf is wrong with it. Tried installing vcredist and net framework, tried cracking, patching, etc, etc, etc, etc. Nothing. Unbelievable...

I know it´s bit old, but stumbled at the same point and this worked out for me, after getting securom 2000 error:

try patch 1.0.8.0

did you revike the licence on the laptop as well?
have a look inside the rockstar games folder of GTA IV and run the revoke app

run as administrator (right click on the desktop icon of GTA IV launcher)
tab shortcut -> advanced -> mark run as Admin -> OK
double click icon
