GTA V @144 fps 1080p

Well, your processor is not the issue, if you want to get GTA V on more than 60 fps with everything maxed.
GTX970 is the main issue, if you aim GTA V above 100 fps with everything maxed, I would consider getting a GTX980Ti.
If you want to keep the GTX970, just lower down some setting to get as high as fps you can get or simply live with the 50-80 fps with all maxed out.

I'd suggest downgrading to an i5 4690K and to 8GB of RAM. Then, remove the 970 and try to fit in a GTX 980. 8 is more than enough if you're just going to game with some non-demanding apps (like Skype) in the background.

Well I dont want to be rude or anything, but that doesnt exactly answer my question... I am decided in my parts and I will not change them as they fit MY needs.

Oh. In that case, no. You will probably get at least 60, but not 144. Maybe around 80?
